Provincial nomination is tied to genuine settlement planning. A candidate saying they intend to settle in Ontario should be able to explain why the Ontario city or region fits their work, family, school, and community reality.

That does not mean everyone must live in downtown Toronto. Ontario has multiple settlement patterns: GTA community networks, Ottawa government and tech, Waterloo tech and students, Hamilton health and trades, London education and health care, Windsor manufacturing and border logistics, and smaller-city affordability tradeoffs.
